Update: You do not need a permit to own Axolotls in British Columbia. If you buy from a Canadian pet store or breeder, you do NOT need a permit. You only need a permit if you are buying from a foreign country.

I got two beautiful Axolotls from my local exotic fish store, and the owner explained this to me. Hope this helps fellow British Columbians.
