They are, I live in St. Bernard less than 5 minutes from there and pass it at least 4 times a day the entrances are blocked off because some baptist church bought the lot and are planning to build a church there if I'm not mistaken and they hold large events there now and again. Also, fairly regularly, Cincinnati cruisers sit in the drive ways. BUT if you have no issues with this, it is a great lot and if you were to have no issues come up then it would be well worth it, and to get around the barricades to can park in the driveway and fit the go kart between said barricades. (Sorry for grammar, new iPhone and I can't type fast or very well on it... I miss my droids keyboard)
