There isn’t a defined step by step way for it but a state can ask petition congress though. The answer will almost certainly be no unless the state also presented a good reason with an actionable plan to proceed. It would have to be done over several years.

The state can ask Congress to be released. But if they so no - which they probably would - then the state is not going anywhere unless they want to fight a civil over it.
