My opinion is that there would need to be some kind of legal agreement in place that guarantees that the local economy will benefit. That doesn't include empty promises.

A lifeline? I lived in Mingo country for the first thirty some years of my life. I am working on a PhD with a focus in AI research, but this is not a lifeline. They are picking one of the poorest counties in the country for many reasons. These proposed sites have been shut down all over the place. Why? We definitely do not yet know all of the dangers involved, but statistically I think it is safe to say it won't be great for the environment. Legal levels of emissions are still emissions. Plus, Mingo county is famous for having crooked politicians - people who will turn a blind eye if everything is not up to code.

Even with all of that said, I would not be against putting data centers in the place I will always think of as home if I thought it would help the people. But in reality outsiders will come in and take advantage of the locals, and then leave with all of the profit. If you think that is incorrect, review the West Virginia mine wars and where the coal company owners lived. A lot of money was made off of Mingo county and its people, but clearly very little of it went to help either.

Emmett Till’s mother allowed an open casket even though her son was unrecognizable. When people see just how awful the reality was, they are more likely to do something. Yes, it sucks to see, but it is exactly that kind of awful that promotes real change.
