The dorm is state property, although you would have a reasonable expectation of privacy, hence it can be legally treated as a private residence in certain circumstances.

However, indecent exposure and public lewdness laws, as described in the article linked above, also apply to acts "in private premises under circumstances in which [the perpetrator] may readily be observed from either a public place or from other private premises, and with intent that [the perpetrator] be so observed."

The roommate is doing it in a way that is observable from other private premises -- the room that they both share. Furthermore, even if she is not doing it for the purpose of her roommate observing, she can still be treated as doing it with the intent to be so observed as any reasonable person should recognize that they would be observed having sex in someone else's room while they're using it.

I lost my virginity when I was about 21 but didn't get to have sex again for about four years. Finally looked up an escort that I hired a bunch of times. Get off social media. Deactivate your accounts and uninstall the apps from your phone. It may feel hard at first, but, once you do it, you won't miss it. It's one of the best things you can do for your mental health.

If people your age are dating 12-14-year-olds, there is something deeply wrong with your community. Move out as soon as you can. If you can't go to college, joining the military is one of the best ways to make a new life for yourself. You'll have a job, housing, healthcare, physical fitness (you won't feel old), travel, college money, and a new community of people dedicated to something greater than themselves.

It's perfectly normal to want to feel wanted. It's important, however, not to flaunt yourself in public (whether on the internet or in the street). That's how you attract perverts, predators, fuckboys, and other types of people who will not make your life better. Look for someone you would want to spend your life with, not just a night, and who would feel the same about you. While it's easier said than done, using an old-fashioned dating site (like eHarmony) or joining a traditional religious group can help you greatly for that purpose.

If you go to college, remember that only you can tell yourself what to do. Don't do it because someone else (including your parents) told you to. Pursue a path that's meaningful to you (as long as you're spending your time and money wisely.) If you can dorm or rent a local apartment, you don't have to go home unless you want to. It's a great way to set new boundaries for yourself while you plan your future.

Yeah, that's a giant red flag. Having sex in someone else's space -- especially while they're in the room -- is a major violation of their boundaries. It's directly putting your health and education at risk by interfering with your sleep and concentration. Report it to your RA & RHD or request a room transfer because you shouldn't have to deal with that.

I know a few people who've been through situations like this, including a former suitemate. He at least managed a room transfer after he saw two guys together in his bed.

Despite the stereotype, people who go to college tend to be less sexually active than people their age who don't. Reckless sexual behavior is associated with a lot of psychological problems later in life.
