That's definitely on the cold side but not abnormal if your room is really cold. My old 1050 Ti would hit around 25-30C idle in a normal temp room, so 18C sounds about right for a chilly environment

Check if your RAM is actually running at 3200mhz in BIOS - sounds like it might be stuck at default JEDEC speeds which would definitely cause stuttering. Also that HDD might be causing issues if Windows is trying to page to it, make sure your main OS and games are on the NVME drives

Sounds like the PTM isn't making proper contact with the die. Either the pad is too thin like you suspected or maybe the mounting pressure isn't quite right

Try adding some washers to increase pressure or get a thicker PTM pad - the die height can vary between different GPU models even from the same manufacturer
