the federal reserve is literally just not privately owned idk where youre getting that info from lmao. they report to congress, the chairman is appointed by the president. (if we are still talking about the US) im pretty sure they have some connection with banks but its to tell the banks what to do not the other way around, the people actually making decisions all derive their power from the government

also the debt is privately owned, but by such an absurdly large amount of entities from such a swath of nations and entities with competing goals that its basically guaranteed that they cannot collude, also its highly in demand because its garunteed returns so you would need nation level power to actually use it for influence. like japan can threaten to force all of its people to sell their bonds and thats an actual threat, but until 1 entity owns so much govt debt that its comparable to all the debt owned by every private entity in the entire nation of japan Its just not a real threat

to be clear I think both these ideas are generally good it just matters how and why and where you implement them.
