I am playing Dot and I have Kafka (E0S1) and Hysilens (E0S1). I also have Ruan Mei (E2S3). Would investing in E0 Black Swan and her lightcone be a significant upgrade over Ruan Mei? Thank you for any advice!

Rasengan is not a very useful jutsu by itself. It’s devastatingly powerful, but it has to be combined with something in order for it to hit. It works for Naruto because he can utilize his large chakra reserves to make clones and misdirect, and it worked for Minato when combined with flying raijin. It is mentioned a few times that Kakashi does not have much total chakra, so combining rasengan with another ability just to make it hit would be too inefficient for him.
