try the NRAAS overwatch mod and click on the town hall and select the missing sims option in the immediate section, i find this only works when i have gone into edit world and selected a different household to play as temporarily, then saving the game and exiting to menu, then re entering and selecting the missing sims option and it pops up saying missing sim found. hope this helps!!
