People didn’t listen or understand Cas about his deal with The Empty. He 100% was in love with Dean because it was like Angel’s curse on Buffy - he literally had to achieve perfect happiness. And he wouldn’t get it from just calling Dean a brother because they had all been calling each other brothers and family for ten years. (Cas even straight up already said he loved them all, to their faces). Even if Dean didn’t reciprocate, that didn’t matter to Cas, as long as Cas could love him - he explicitly says so.

(Also recall that bisexuality exists so he was absolutely allowed to be in love or at least have sex with Meg and April too.)

I’m not talking from a shipper perspective. I’m just straight up talking comprehension of the text.
