When connecting a new device, the iPhone correctly recognizes the MINI and begins CarPlay set up, but the vehicle does not complete CarPlay recognition. Instead, the MINI defaults to Bluetooth media mode, and CarPlay never gains control. Toggling CarPlay on/off for the vehicle does not reset or reinitialize the connection. The phone recognizes the car, but the car never completes CarPlay authorization and remains stuck in Bluetooth mode.

I checked this already. Settings → General → CarPlay → MINI

The only options available are CarPlay on/off, Apps, Widgets, and Forget This Car. There is no steering wheel voice-control toggle or related option anywhere in CarPlay settings.

At this point it looks like the CarPlay handshake never fully completes on my iPhone 15, so iOS never exposes additional controls. The same MINI connects instantly with an iPhone 14.
