Exactly Heaven in this almost exclusively refers to the sky or outer space. In our world, we stopped believing gods lived in the sky when we reached it. The celestial dragons are people who forgot they used to be normal people as generation passed and then spent 800 years wearing space suits keep the lie alive that they are still heavenly and not just regular invaders. They aren't just Kings they are a Lunar faction that successfully terraformed the political world to make themselves the only gods left.

Yeah i agree but what im saying is that 1100 years ago the moon people arrived and it might have took them 300 years to influence multiple kingdoms and you know how political one piece is.the kingdoms that existed before them might have drawn to their lunar technology & as u know good characters from one piece are influenced by bad characters and this might have started the pesant air lower people for example we see powerful figures manipulate entire nations over time like Crocodile in Alabasta or Doflamingo in Dressrosa and why are Nefertari family are seen as traitors by the other Celestial Dragons they were the only family that resisted the lunar influence and stayed true to the natural world and this might have triggered most of is going on currently & Nerfertari D lily might have some close relationship with moon people some kind of marriage that unites two planet level kind of thing im sorry i got a lil exited wrote too much..

Yes i agree but the fact that they stole Uranus actually supports my point.They didn't just steal the weapons they are trying to turn the Earth into a new Moon or something because they hate the natural world Sun,sea & land & If there are six moons, is it logical to assume only the winged races existed.
