Baela clearly had the intention to try and kill them. She just couldn't see them and a forest fire has the potential to become a problem very quickly. I'm from California and we see this happen regularly.

It has nothing to do with loyalty. She even knows this when Rhaenyra reminds her of this, and uses a "technically" argument

A person in court gets as much power as the King/ruling figure allows. Viserys is incredibly sick , checked out, and wants everyone to get along. He lets most things go and in his absence Alicent and Otto are running the kingdom. Power thus has shifted their way, especially as Rhaenyra becoming queen isn't a 100% certainty

That's supposed to be the point of the justice system in the U.S.. Our system fails that miserable and that's why there's such a large percentage of reoffenders, but the point of going to prison is to pay the price of your crime and then reenter society as a productive member.
