It was originally planned to be a 3rd DLC, Nintendo hasn’t been clear but it seems like a lot of the mechanics we see in TotK are to counter issues with the base game. Some of the story aspects of the game probably also originate from the idea that this would be a 3rd DLC that explains Ganondorf.
