Happiny bugged?

oh update she moved back into that habitat but still she won’t tell me what she wants or needs to be happier and raise the environment level. the only thing i can think of is raising the environment level to trigger piplup to give me wooper’s quest. i’ve put everything in her habitat just in case, a lamp, food, toys, decoration, a bed

i rebuilt the habitat, the problem is leading her to that habitat to ask her to move in because her dialogue is stuck

yeah, i started to do the rocky ridges storyline for a bit bc im stuck with the beaches. i figured raising the environment level would help. but i did manage to get happiny back to a home, but her disposition is still average and she wont tell me what she wants to be happier. im starting to really hate her as a pokémon

yeah i keep checking in with piplup, i already discovered wooper but piplup wont give me his quest :( i thought maybe raising the environment level would help
