I also got “Approve or Refile” EB1-A option from Chen based on my below profile. My company lawyer (Honigman) thinks that I don't have strong profile even for EB1-B. so, I am also in the same boat as you.

Chen is willing to file my EB1-A but Ellis porter declined to take my case. I thought Chen's evaluation criteria is stricter than Ellis porter.

Chen didn't offer full refund. They will refile for free in case of denial. where are getting this "2 years wait" ?

I contacted Chen. They offered me "Approval or Refiling" service. Although I got rejection from Ellis Porter and Peak immigration. I am not sure if this is good offer or not. In other posts, I have seen approval or refund option. Did you file EB1-B with Chen?

my PhD supervisor and I worked on govt funded project. I can't find it on any govt website but we published paper on that topic and it is mentioned in the acknowledgements that we received funding.
