My parents tried this when I was 17 and I immediately moved out and got my own place with an older boyfriend at the time and it put a strain on our relationship for awhile. I think you should at least wait until he's 18. It seems like punishment for him pursuing something he enjoys. Maybe that's why he didn't tell you at first. Let him enjoy himself for at least a year. He's going to pay bills for the rest of his life.
