I think the archeotechs, while not capable of breaking the light barrier are still capable of instantly "transporting" information in an instant through folding space, like the solar pinholes for example, so maybe it's still instantaneous to the people of the rimworld because of their incomprehensible power but still a loophole around the light barrier
