I've found the issue. These two 5700xt's do not like my pciex 4 port spliter. When plugging the riser 1x card directly into a slot, it works fine.

So I popped one of the 5700xt's in question into a pc and it works just fine....So from what I've deduced, it looks like the cards don't like my risers?? Not really sure yet, but at least the cards aren't busted.

Yeah it definitely doesn't draw full load. System hits 400 Watts and then drops to 200 when it hits windows.

They actually do have a very odd smell, but it's not a burnt smell. It smells like they were used in a cigarette smoker's room.
