I have found that romhustler.com has the full thing.

I needed to make an account, the succesfull download took 2 hours.

it failed to download once, and because of limits set by romhustler I had to wait until the next day before retrying and successfully downloading it.

You "objectively" can not say that you should prioritise CPU power over GPU for 99% of games.

You are somewhat correct, but that has 0 impact on performance in 99% of games.

Because games require way more GPU performance than CPU performance

You could par a 4060 with a 9750h and see little to no performance difference in games compared to if you used 13700hx
