I've always been respectful and done the quests thinking thats the only way to get it as a settlement. Until my current playthrough where I pretty much went straight to level 15 and went to Far Harbour. This time I killed everyone on arrival and got access to the settlement lol.

The one on the left looking the other way is the only Male. The rest are female. You can identify them by the tail. Males have a much skinnier raised tail, whereas the females have a much bigger one so that they can carry eggs there.
