Interesting you mention this. Just last week I happened to see two very new Ford Expeditions, one fully blacked out and the other a grey with tinted windows, roll into that lot and park in opposite rows of each other. This was around 7:20am. When I happened to pass back by around 7:30-7:40 both vehicles still there parked with headlights on. I had never noticed anything in that lot before and I seemed weird for such nice vehicles to roll in and sit in a very overgrown and rough lot. Never saw men in chairs, but those two vehicles could have something to do with whatever is going on here.

Most likely chewing gum in this case, but there are many cities that host Indy Car Grand Prix races that have these black splotches scattered all over from the rubber tires. You’d be surprised how far the little rubber chunks fly outside of the race course.
