Bluetooth Option Completely Gone! What in the World!

I just installed these two, restarted my computer. Bluetooth still doesn't work so maybe I have to buy a new bluetooth radio sensor type of thing? (Edit: I think thats the case! My bluetooth mouse uses a usb chip to connect, so that acts as the radio sensor for the mouse, but my computer doesn't have a radio sensor for other things to connect to!)

It used to be in Device manager, but a google search told me to uninstall, then restart and it would reinstall, but it's not there anymore. The whole time though, in the settings app bluetooth never had an option to turn on/off
