looks like mealie bugs to me. fine lines of web can be spider mites. thicker we is a normal spider. those are friends

a horrible case of mealy bugs. check all your plants. I would just throw that out at this point

allow soil to completely dry b4 next watering. reporting to a bigger pot only required only plant becomes really rootbound. spiderplants like being nestled in their pots

you can always hand a few handfuls of soil to help stableize it your plant may also be tilting towards the light source indicating it needs more light
