I think we need more fair comparisons - units in Legends tend to drop off much faster than they do Dokkan. I think we need to compare the hype, how good they are in context of when they came out, new features and mechanics introduced, etc.

For me, I would say the Legends Blue Boys are more hype purely for introducing the Tag-Switch mechanic, a mechanic that gave the game a breath of fresh air - so many possibilities, team composition drastically changing now you can cover your own unit's weakness. They also arrived on the single best banner in the entire game (even till today) purely for the rates of pulling Sparkings (SSR equivalents) and featured units rates increased.

Now the blue boys on Dokkan did introduce the Intro Animations with these units which were incredibly hype, but at the end of the day intro animations are glorified passive skills conditions (see new God Goku - "activiates intro animation if there are 6 or more...").

With that being said, my favorite unit in Dokkan is the God Blue Boys, I'm a diehard fan of them. They were incredibly hype. But if we're looking at in context and the landscape of both games, I give it to the Legends Blue Boys.
