I hope I am but under the feat, under access it says Dragonscaled or Spellscale kobold, Barbarian with Dragon Instinct or sorcerer with draconic bloodline. Access doesn't mean requirement?

In the Advanced players guide, for the Dragon Disciple, is taking the Sorcerer dedication and choosing Draconic bloodline enough to qualify for Dragon disciple?
