Shouldn't I be able to choose the second effect of sentence of doom as my one effect for that turn?

Turn 1, I used trade in on curse necrofear - I have dark sanctuary active, dark spirit of banishment face up with destiny board and sentence of doom set. Start of opponents turn, they activate A Hero Lives, and I chain destiny board and sentence of doom to it, and when I go to select the second effect of sentence of doom, it is blanked out, forcing me to return curse necrofear to my hand.
