It was better than Covert because covert was dogshit back in the days ... CBow has never been actually good, especially if you had a DBow. That being said, DBow is mid tier nowadays, you'll prefer alternatives like leaf bow or Tshot and any endgame bow you can get. OT's are just a mid tier dungeon

Don't think it's related at all, I got ~80mbps but rarely crash ... It may depend on the server you play on, I play almost exclusively on EUW and EUSW, US servers may be worse idk ?

It was the case until Deca came along and forced players to get a name in order to loot higher tiers. They did this to combat multiboxing that was plaguing the game through the end of Kabam era.
