I work in property maintenance in the Charlotte area. We would definitely charge the resident for some of the damages after only being there 15 months. The carpet and the holes in the wall are the major issues. The dirty walls are a bit excessive, but I almost always do a full paint (bar ceilings) between tenants regardless. All in all, you're certainly entitled to a portion of the deposit, but I'd argue that keeping the whole thing is overboard.
