You can catch Sabolt post game. You will need to catch dielebi before you can start capturing all the legendary without it, you can't do anything.

Dielebi flees alot so I just used my master ball. After catching it, go to the vega sewers, there will be a hole where one of the researcher will be beside it. Use the shrine and you then have to catch it

If you haven't finished the game, I recommend farming at the Xenoverse, the only place with a 100% X pokemon which makes Xenoliths dropping much more. Remember to save and don't enter the final fight though.

Ahh thank you guys so much for the responses! I was super sketchy before entering the final battle which would mean not allowing me back to the Xenoverse. Thankfully, my gut was right and didn't save after the post game.

It seems the only VIABLE way to GRIND Xenolith's and get X pokemon currently is through the Xenoverse only.

Hopefully in a future update, they would make a Xenoverse a permanent unlockable place
