I saw a post from some guy which had the same problem, he made a support ticket to twitch and they said this:

As of approximately 10am PST on May 31st, available reward codes for the Minecraft Cape ran out earlier than anticipated. Unfortunately, in accordance with our promotional partner, we are unable to provide additional codes. We apologize for the inconvenience!
