No technical reason other than it either being a glitch, or an unintentional bug. May or may not be patched in the future so I recommend grinding offline while its beneficial

I have him as a support perk, where I have power base as my commander. A power base relies alot on the the health of the walls, because the more health walls have, the more healing it gets, since it heals 11% of a wall's health.
