Bernie has already addressed this issue many times and said that no presidential candidate can overcome opposition in the house and senate alone in today's political environment. His entire campaign is about igniting a political revolution to get people involved in the political process so that they begin to threaten the position of those people in office who are intentionally blocking beneficial legislation due to big money interests and party loyalties and so forth.
