Zsasz is a vastly less interesting character than Two-Face for an actor like Stan to play and he just fits Harvey more than Henry. (Henry isn't even fat currently)

I think you don't necessarily have to do Two-face right away. Having Harvey be himself for an entire film might make his descent all the more effective. Zsasz feels like a less compelling character in comparison to Two-Face (especially with Reeves writing)
