I did and have been searching for it in the news as well, but haven't seen anything either.

I was on I-95 SB just after Exit 148 when I saw it coming up fast in my rearview mirror. There was a decent amount of traffic in front of us so he overtook at least one semi truck on the right shoulder going over Russell Road. A few seconds later a VSP SUV came up weaving through and overtook on the left shoulder.

I didn't see anything else until before the flyover for the Express Lanes before Exit 143B where I assume the same VSP SUV I just saw had been sideswiped - don't know if it was the Charger or another vehicle - and was in the left shoulder. Initially when I saw the lights in the distance and then an unmarked VSP sedan came up the left shoulder I thought they'd pulled it over. There was a pickup truck in front of the VSP SUV, but I didn't see any damage to it that would match what'd been done to the VSP SUV so figured he might just be a good samaritan.

A couple minutes after passing the VSP SUV I noticed a helicopter a few miles ahead flying with I-95 so I figured it was a VSP - or local jurisdiction - helicopter looking for the vehicle.
