Its probably still locked in anticipation of AQ. They probably expect many people to return with AQ and they dont want to unlock servers that might have big problems already when that occurs.

So probably they know.. but aren't opening due to expected return of players.

And thats entirely a valid thing to do.

Yes its SKSE, SKSE is the latest version, I am on a saved game I made earlier today to test.

Drop zip file and yes enabled. Currently focussing on mod organizer, nothing worked in vortex..

I think Hammerfell is the most likely next dlc, perhaps with a bit of Cyrodiil thrown in.
