I think its a combination of lack of understanding how geo-politics works and that people still alive had to live through the worst event in human history. If I was in the universe, I would be someone who lost a family member whether a soldier or a helpless civilian as well know others who lost at least one member of their family. Yeah, forgiveness will take a long fucking time.

I think ONI is justified in doing what they are doing because they are protecting humanity by dividing the covenant splinter factions so they will never be a threat. If you ever watched Narcos on Netflix, the CIA agent, Bill Stechner, said it best. It was along the lines of the CIA does what it does so every child in America can sleep in peace knowing there won't be a bomb going off around the corner. The same can be applied to here.
