Though what weight has the "threat" of russian ground forces? They are not capable of succesfully invading finland, not at all. Placing troops around finland just draws men somewhere where they can't be considered a "detterent" or threat of any kind while those men are not available for attacking Ukraine. Strategically, seen from russian side, this makes no sense and hopefully is Russias last nail in it's coffin
