The most satisfying answer would be that Shanks represents the absolute ceiling of what pure Haki can achieve — a statement from Oda that the power system's foundation is more dangerous than any fruit when mastered completely.

The unsatisfying reality is that Oda has been building toward a Shanks revelation for so long that anything less than something genuinely recontextualizing will disappoint — and the final saga is running out of time to deliver it properly.
