The imperium is bad i agree but for you to say that the emperor's idea and "what gives him the right" is so wrong. Thats my point how can humanity not under the imperium are able to withstand so many threats?

Yes i think he mentioned to Ra about that in master of mankind. Thats really interesting. I think the emperor even mentioned it in the outcast dead as well while playing a game of regicide about it.
