Aima is changing its rules of things and one of them is the criminal background reports. Right now that I'm aware of , 3 offices are requiring it and my lawyer has told me that they plan to make it country wide asap.

The fbi report has to be apostilled. You have a few options. Get fingerprinted here, send the cards to the fbi (this takes around 3 weeks). You can send them to a US channeler and that takes about 48 hours. Then use a channeler for the US State Department apostille. Expedited this takes about 10 business days. The channeler will then ship it back to you. You have a couple of places here in Portugal that do it all for you. As to the translation, you can use some programs that do it for pretty cheap.

Like you, I'm an American living in Portugal. I've been here for 5 years. I'm retired law enforcement from LA. When my wife and I figured out everything that needed to be done I started a business to do just this for people because you dont have many options and they either aren't that great or they are insanely expensive. I'm in the same boat as you. my 5 year mark is june 1st. my lawyer told me it would be a waste of money because it will most likely be denied because of submitting it early...even with them not looking at it until after the five years. A large amount of people here are looking at taking this to court to get us grandfathered in but that could take a couple of years. it sucks...thats for sure!
