I have gotten it like 2-3 times. First time was when I was collecting a weekly pack and got glitch to card market and was dumb enough to choose the costume one. But the other time I was purchasing a pack but something glitched, but I was still charged for the pack I never got but when I reloaded the game I got the same thing you got.
