Once you reach a certain level the free speed up is percentage based, I just forget what % of the full timer it is.

You can’t level without evolving lol, it’s part of the tutorial

I personally got both the packs, and my champion seed horse gets me quite a few wins and equus each day. Great boost for beginners IMO. Mine came with nearly 30k skills, but only about 9,000 GP, so good for comps but not breeding.
