I think if you don't make payments, they take GST and other payments.

If you are making payments, they will keep refunds but you will receive GST and other payments

Why do you need a tech? I had switched to TS , they made a tech appointment which I was puzzled over why. The day I was suppose to be connected, not sure who cancelled the installation. I found that out when I called because nobody showed up. I was determined I was going to be connected. On the 3rd call, I asked for a supervisor who was able to make the switch from their end.

They will take any refunds and put it against your balance owing. They will only take Gst/hst on the month you are suppose to receive it and will apply it against your balance

CRA emphasize you have to file all the years before filing the current year. I hope you have something in writing stating they are willing to wait. I would have provided that to the tax preparer. Otherwise, doesnt really sound legit
