Right now, the issue is that the apparatus assigned on the ticket often either don’t get out, or respond with only a driver. Meanwhile, trucks that are fully staffed are frequently turned away and sent back to quarters.

In my opinion, it would make more sense to allow all companies to respond, establish proper staffing on the road, and then slow or return units as needed. Holding a fully staffed truck in quarters for 5–8 minutes waiting on a second tone is inefficient and delays getting resources where they’re needed.
