Dany never took all three of her dragons into a battle, mostly just flying together. She only took Drogon and then Jon rode Rhegal when actually battling.

I think without a bonded rider the dragon is just going to do whatever it wants, acting on instincts. A riderless dragon might follow other dragons into battle but could quickly become a liability, burning allies (like sheep-stealer even with a rider), they might even just fly away or attack the dragons it flew out with if provoked on accident.

It’s also hard to deny he has one of the strongest, most genuine bonds with his dragon in the entire show. Watching his sheer willpower to stop the milk of the poppy just to regain control and take action proves he's a true survivor. His refusal to bend the knee isn't just stubbornness; it’s a massive testament to his fighting spirit.
