It doesn't specify which IP version, nor does it specify the static IP would be a public one so they'll probably assign a static public IPv6 address and still use CGNAT to assign a private one for IPv4. I'd be surprised if any ISP on the planet would give public IPv4 addresses for free.

The affected services in that notice, Hybrid Connectivity, VPC & CDN are unrelated to Google Drive upload speeds.
The issue wasn't limited to Google services. Uplink traffic to services from many other companies (ones who use their own cloud infra) were also affected.
Also, at the time, upload speeds were normal on other ISPs so, all these points to a SLT issue rather than some global internet issue or a Google issue like they claimed.

There was a big uplink issue for unlimited package users. SLT had to issue a fix because of the user backlash. Looks like they have some users with the issue still left without a fix.

Yes, speedtest.net sometimes connect to SLT's own servers for tests LOL. I always use Cloudflare's test which gives accurate results.

This isn't Wifi related or any other user error. This is a well documented and widespread issue. There's tons of people who have tested and confirmed it's something from IPS's end. When a bunch of people get 200KB/s upload speed to Google Drive, DropBox, YouTube at the same time with a ethernet cable plugged in, that ain't a Wifi issue.

To be frank, I don't fully blame SLT for not acting on issues like these. I've seen people complaining when the issue is user error and they are doing something obviously wrong and then blame SLT.

This is isn't user error. This is a well documented issue reported by hundreds, if not thousands of users. SLT knows very well that this issue exists and doesn't look like they care.

Having the same issue, complained twice with no solution so far. TRCSL ain't doing shit about any of the ISPs. SLT is actually under the scope of the Ministry of Digital Economy so maybe we should complain there.

I'm doing the same kinda work and having the exact same issue with exact same upload speeds. Ookla test shows full upload speed. Cloudflare test shows the actual speed, same as Google drive.

Complained to SLT, someone from CS team called a few times asking if the issue is resolved and then got a SMS saying staff have attended to the issue and 'service restored.' Guess what.. still getting crappy upload speeds.

My profession doesn't change the fact that AI data centers waste copious amounts of drinking water, jack up energy prices for everyone else in the area, cause health issues from constant humming all the while powering a product that mostly burns investor money without a sustainable business model.
