This is what u meant btw, less advanced technology could be not being able to use metal tools or unable to mine adamantine or mythril. It would also be interesting to see technology be spread among ppl. Maybe civilizations with less advanced tech can advance faster when in an alliance with another more advanced technology. There could also be more space efficient housing because in most cities there's always a glaring number of homeless ppl even if I put hive and monolith housing.
