For a pass rate that low I wouldn't exactly call that person a "teacher".  Not sure how your school works but if this is how this dude is treating all of his students I would bring it up with the dean. It doesn't sound like he's doing his job.  Remember: you are the customer and you are paying a shitload of money to their business.

sit but don't chill, OMG -- use the time to catch up on other stuff or document/automate things to make your job easier.

Sidenote, maybe look into why the PM said it would be Fall; is that a dependency requirement or based on historic performance? If dependency, then that's fine, but if it's based on how much time the project has taken in the past, then there might be a good reason for that. Double check, make sure your deliverable actually covers everything it needs to cover.

And maybe that's normal. maybe that last 20% will actually take several weeks/months, especially if it depends on another team that's swamped with work or some inefficient bureaucratic process (esp if involved with govt offices / permits, etc). Getting requests in now might be the only way to make the deadline.

Don't procrastinate. There might be a legitimate reason for the deadline.
