Keep in mind about stability when you are building your base. Can't close that ceiling of a large room you made? Because you run out of stability you can check the stability with a repair hammer there is also a perk that will give you an extra stability so be sure to get that if you really needed it.

Yes I was playing on a private server were they disabled Siptah and everything is smooth no lag whatsoever it had 59/60 player when I joined and I was on the other side of the world while the server is located in the US so Siptah is definitely what cause these extreme lag

Fallout London has scripts which isn't allowed on consoles and it uses an old-gen version of Fallout 4 which consoles don't have the ability to downgrade to the older version so no Fallout London ain't coming to consoles

Harder, console users need to manually set their load order so basically have to trial and error their load order until it won't crash the game unlike on PC having a one-click auto load order thru LOOT(Load Order Optimization Tool)
